William Gray Roncal, Ph.D., Program Office Lead

William Gray Roncal is an electrical engineer with 20 years of professional experience in diverse domains including space, submarines, and biomedicine. His current projects include algorithm development to estimate brain networks at synaptic scale, as well as exploring how to help humans learn more effectively. He has experience in computer vision, signal and image processing, machine learning, and systems engineering. Outside of work he enjoys travel (backpacking, tourism, and Disney), playing with his dog Myelin, and adventuring with his toddler.

Martha Cervantes, Project Manager

Martha Cervantes is a mechanical engineering graduate from Johns Hopkins University and a CIRCUIT 2017 participant. She works at APL’s Intelligent Systems Center on a variety of projects involving mechanical and electrical integration of robotic platforms.

Julie Burroughs, Program Coordinator

Julie Burroughs is a psychology graduate from the University of Maryland, Baltimore County, and a 2021 CIRCUIT participant. She is interested in neuropsychology, specifically in the etiology of mental disorders and developing technologies that promote equitable mental health care. Outside of work, she loves to read, listen to music, and go to the movie theater (any movie will do)!

Gina Kim, Administrative Assistant

Gina Kim graduated from the University of Maryland, College Park, with a bachelor’s degree in public health. She is a group administrator in the Research and Exploratory Development Department’s Business Operations Group at APL and leads administrative support for the CIRCUIT Group, such as managing calendars, logistics, and facility matters. Outside of work, she enjoys staying active and reading.
