BioDr. Hugh Chen is the head of the National Security Analysis Department (NSAD) at the Johns Hopkins Applied Physics Laboratory (APL), where he leads the analytic team assessing the capabilities needed to solve the most pressing challenges of our national security sponsors and the nation’s decision-makers. He sets the vision for his executive team in the identification, guidance, and assessment of NSAD’s analytical work and acquisition of its analytic talent. He also defines and ensures execution of the department’s work on large-scale, complex analyses of national security issues. Dr. Chen previously served as NSAD’s chief analyst. Prior to joining APL, he was assistant director of National Intelligence, Requirements, Cost, and Effectiveness in the Office of the Director of National Intelligence (ODNI), where he led strategic portfolio analyses for the intelligence community and directed collaborative assessments of major acquisitions systems and architectures. Prior to his role at ODNI, Dr. Chen served in Senior Executive Service roles within the Department of War and the Department of Energy, leading critical analyses that informed billion-dollar decisions across an extraordinary breadth of domains, including space warfighting and intelligence systems, intelligence/surveillance/reconnaissance capabilities, missile warning, and energy infrastructure and resilience. Dr. Chen has a B.S. in chemistry from Stanford University and a Ph.D. in climate physics and chemistry from the Massachusetts Institute of Technology.
