BioDr. Hugh Chen is the head of the National Security Analysis Department (NSAD) at the Johns Hopkins Applied Physics Laboratory (APL), where he leads the analytic team assessing the capabilities needed to solve the critical challenges of our national security sponsors and the nation’s decision-makers. He oversees the identification, guidance, and assessment of NSAD’s analytical work and acquisition of its analytic talent. Dr. Chen previously served as NSAD’s chief analyst. Prior to joining APL, he was assistant director of National Intelligence, Requirements, Cost, and Effectiveness in the Office of the Director of National Intelligence (ODNI), where he led strategic portfolio analyses for the intelligence community and directed collaborative assessments of major acquisitions systems and architectures. Prior to his role at ODNI, Dr. Chen served in Senior Executive Service roles within the Department of War and the Department of Energy, leading critical analyses that informed billion-dollar decisions across an extraordinary breadth of domains, including space warfighting systems, intelligence/surveillance/reconnaissance capabilities, missile warning, and energy infrastructure and resilience. Dr. Chen has a B.S. in chemistry from Stanford University and a Ph.D. in climate physics and chemistry from the Massachusetts Institute of Technology.
