BioDr. Donald P. Coffelt is the managing executive of the Business, Construction, and Facilities Department at the Johns Hopkins Applied Physics Laboratory. He provides executive leadership and management for enterprise services and operational functions required to support the Laboratory, including transportation, materials distribution, housekeeping, grounds management, utility operations, facilities maintenance and renovation, and construction. Dr. Coffelt has over 30 years of leadership experience across complex research institutions and federal defense organizations. He most recently served concurrently as associate vice president for Facilities Management and Campus Services and associate vice president for Enterprise Space Strategies at Carnegie Mellon University. Dr. Coffelt previously held leadership roles at SSI Services supporting Intelligence Community and U.S. Army operations. A retired U.S. Coast Guard captain, he brings deep expertise in national security and defense operations and enterprise service delivery as well as a strong track record of leading large teams and modernizing operations. He has a Ph.D. in civil and environmental engineering from Carnegie Mellon University, a master’s degree in civil engineering from the University of Illinois Urbana-Champaign, and a bachelor’s degree in civil engineering from the U.S. Coast Guard Academy.
