Raymond Yuan

Raymond L. Yuan serves as mission area executive for Cyber Operations in the Asymmetric Operations Sector of the Johns Hopkins Applied Physics Laboratory (APL). In this role since 2015, he oversees cybersecurity technology development for the Department of Defense (DoD) and the Intelligence Community. Previously, Mr. Yuan was the deputy mission area executive, and from 2002 to 2013, served as National Systems program area manager, responsible for programs with the Intelligence Community and U.S. Cyber Command as well as cyber tasks with the Department of Homeland Security. He developed business strategies and established program goals, led planning, and executed research and development programs that included deploying new technical capabilities for the Intelligence Community and the DoD. He also fostered a key APL role as the trusted agent for Enterprise Systems Engineering at the National Security Agency and led strategic planning for sponsor intelligence missions. With APL since 1985, Mr. Yuan held numerous program and technical leadership roles early in his APL career. He earned both a B.S. and an M.S. in electrical engineering from the University of Michigan.
