Mr. Andrew Caldwell is a British Exchange Analyst currently working in OSD/ Program Analysis and Evaluation’s Irregular Warfare Division. This division undertakes independent analysis to inform DoD resourcing decisions, with particular emphasis on SOCOM, supporting the geographic COCOMs, security force assistance, civil affairs, strategic communications and counter-narcotics programs. Andy joined the division in May 2007 and has been involved in projects to support the stand-up of AFRICOM, grow the force and improve whole-of-government approaches to planning and executing stabilization operations. An engineering graduate in Materials Science, Andy spent the first three years of his career at British Steel as an Operations Research Analyst. Andy moved to the Defense Evaluation Research Agency (now Defense Science and Technology Laboratory) in 1997. His initial work informed NATO’s position with Russia during the renegotiation of the Conventional Forces in Europe treaty. In his early career, Andy developed models and metrics for peacekeeping operations and worked in scenario development. Andrew then undertook a 6 month detachment to the Net Assessment Unit in the Directorate of Force Development before returning to lead teams involved in concept development, manpower planning, and policy planning. These teams provided analysis that influenced decisions on a wide range of topics, from estimating defense training demand over the next few decades to the policy baseline for the UK’s Carrier Strike capability. Before joining the DoD on exchange, Andy was responsible for 30 analysts providing UK force structure advice to the Services. He is an Associate Fellow of the Operations Research Society and is currently enrolled in George Mason’s Peace Operations MSc. He is scheduled to return to the UK in May 2010.
