2009 Edition of Innovations, the Office of Technology Transfer newsletter

When the APL Office of Technology Transfer (OTT) opened in 1999, its earliest programs introduced Lab staff to the office itself and to the invention process—like steps to protect intellectual property or rules for licensing government-funded developments. The Invention of the Year awards (started in 2000) brought APL inventors their first Lab-wide recognition. These successful initiatives helped to develop a smarter audience, and as OTT enters its second decade, its “inreach” programs are evolving to match today’s information needs.

New Technology in the area of Sensor Systems receives a PATENT

Battery Health Monitor (Reference#: P02017): Existing methods of battery health monitoring often rely on periodic testing and therefore miss long time intervals when a battery’s health can be degraded. Many battery systems are connected together, so when one battery in the chain malfunctions the entire system is made non-functional. Finding that one failed battery can take time and cause potential downtime when the system is required to operate. This could be disastrous to applications such as critical electronic, communications and medical equipment.

New Technology in the area of Sensor Systems receives a PATENT

Low-cost Projectile Detection and Warning System (Reference#: P02243):The current global climate necessitates protection against attacks from anti-aircraft assaults for both military and civilian aircraft. Many of the currently available counter measure systems work by using an Infrared Counter Measure (IRCM) approach however, the deployment of an IRCM system is prohibitively expensive due to the waveband of light used to do the missile detection. Further, due to the method of detection with these imagers, large amounts of clutter and false signals in the band must be accounted for and processed out. This not only adds to the space, weight, and power requirements, it also greatly adds to the cost. Other approaches, such as the use of technology in the visible near infrared (VNIR) spectral regions have struggled to reject the solar and manmade visible background while at the same time sensing the light from the missile or projectile’s plume.

Virtual Lab Gives Students Room to Create

Joe Scalice thinks he has seen the future of education. The 25-year-old biology and aquatic science teacher at Chesapeake High School, in Essex, is using software that creates a virtual, three-dimensional environment, similar to a video game, to teach children the fundamentals of biology and science. It's a new program that began this fall at the school.
