Warfare Analysis

S. L. Richter National Security Analysis Department Program Manager, OPNAV Analysis Senior Analyst Johns Hopkins University/Applied Physics Laboratory

Currently the NSAD Program Manager for OPNAV Analysis, he began working at the Johns Hopkins University Applied Physics Laboratory as a senior analyst in April 2005, upon his retirement as a Captain in the United States Navy.

He graduated from the US Naval Academy in May 1981.  His first assignments in the Navy involved damage control, engineering and surface warfare officer duties on a variety of ships including USS LEFTWICH (DD 984) and USS WADDELL (DDG 24).  In his first shore assignment, Steve served as Commanding Officer, Naval Reserve Center Pittsfield, MA, from 1986 until 1989.

Returning to sea duty in July 1990, Steve served in senior sea-going billets before becoming Executive Officer in USS OLIVER HAZARD PERRY (FFG 7) in February 1994. Upon detaching, he attended the Naval Postgraduate School, Monterey, CA, where he earned a Master of Science degree in Operations Research.  Steve then returned to sea duty, commanding both USS CIMARRON (AO 177) and, subsequently, USS REUBEN JAMES (FFG 57).

Following his command tours, he was assigned to the CNO’s Assessment Division (OPNAV N81) where he led the Force Structure and Integrated Force Employment Integrated Warfare Architecture (IWAR) Team.  During this period, he developed the Navy’s Global Concept of Operations and defined the structure of the future 375-ship Navy.  He was a proven subspecialist in both Operations Analysis and Undersea Warfare.  His final Navy assignments included tours as Special Assistant to the Deputy Chief of Navy Reserve and Executive Assistant to the Chief of Naval Reserve.
