Dr. Deane is a member of the Professional Staff in the National Security Analysis Department of Johns Hopkins University’s Applied Physics Laboratory.  He has over 30 years of experience in intelligence analysis, international affairs, political-military analysis, missile defense policy and systems, and scenario/wargame development.

 Before joining APL, Dr. Deane was a program manager and senior analyst with the firm Booz Allen Hamilton Inc. for 20 years, where he led a mixed government-contractor team in the development of almost one hundred integrated strategic-theater operational warfighting scenarios and wargames for all major potential threat regions.  From 1984 to 1994, he was the Director of the Booz Allen Russian Studies Center, which conducted political, economic, and military assessments for a broad range of government agencies.

 Dr. Deane was formerly the Director of Soviet Studies at the University of Miami and has held adjunct teaching positions in the graduate schools of George Washington University, American University, and Georgetown University.  His teaching assignments included international affairs, US-Soviet relations, foreign policy, international diplomacy, international arms control, and military affairs.

 Dr. Deane received his BA from Belmont Abbey College, his MAEd from the University of North Carolina at Charlotte, and his MA and PhD from the Center for Advanced International Studies at the University of Miami.  In addition to several professional monographs and genealogical works, he has published articles in Comparative Strategy, Signal, Strategic Review, and Orbis.
