Dr. James L. Narel
Academic Director
Peace Operations Policy Program
George Mason University, School of Public Policy.
As Academic Director, Dr. Narel is responsible for curriculum
development and staff coordination for a unique graduate program
for over 250 students who have attained or are working toward a
master’s degree in peace operations. During his more than
ten-year association with the George Mason program, Dr. Narel
has contributed to the development of the widely known
Conceptual Model of Peace Operations and participated in
sponsored research programs in the United Kingdom, Bosnia,
Haiti, and Australia.
Dr. Narel served 26 years in the U.S. Army, retiring at the rank
of colonel. He is a graduate of the United States Military
Academy, the Command and General Staff College, and the
Industrial College of the Armed Forces. He had assignments in
the U.S., Europe, and the Far East, and two Pentagon tours,
including appointment as special assistant to the Army chief of
staff. He was a soldier-scholar, having twice been assigned to
the faculty at West Point and later to the National Defense
University, where he taught strategic decision making as a
Professor of Organizational Management.
In 2007, Dr. Narel completed a research effort that investigated
the organizational cultures of humanitarian non-governmental
organizations serving alongside the military in complex
humanitarian emergencies. He believes that the findings of that
research provide insights for understanding and improving
working relations, not only between those two communities, but
perhaps for other elements of the interagency likely to be
involved in stability and development operations.
