
     
Alan Hegburg, the
owner of an oil and gas consulting business, is a senior fellow with the
the Center for Strategic and International Studies (CSIS) Energy
Program, as well as a senior associate at the Scowcroft Group.
He teaches two graduate courses on
the geopolitics of energy at George Washington and Columbia Universities. He has
also lectured at Georgetown University, the University of Kentucky, Louisiana
State University, the Industrial College of the Armed Forces, the National
Defense University, and the Foreign Service Institute of the U.S. Department of
State.
In the private sector, Hegburg
spent 17 years in management positions at Phillips Petroleum, Amoco, and BP, as
manager of international government relations and director of international and
geopolitical analysis. He participated in international exploration and
production negotiations, particularly those involved in investment opportunities
in Asia, Russian, the Caspian, the Middle East, and Latin America.
He also spent 17 years in the
public sector, where he served as a career diplomat in the State Department and
as a member of the Senior Executive Service in the U.S. Department of Energy. In
addition, he served in Germany and France and was the first American assigned to
the International Energy Agency in Paris upon its creation. He has also served
as a legislative assistant to a member of the U.S. House of Representatives and
as an officer in the U.S. Navy.
Hegburg is a graduate of the
University of Illinois with a master's degree from the Johns Hopkins University.
