Would caution, in presentation of this brief to other agencies and the general public, against railing too hard on the UN System as the old order. Certain elements of it will prove integral in advancing concepts associated with a 1k Ship Navy, as some already have. For example, the relatively quick deployment and regulation of automated identification system (AIS) technology in the commercial shipping industry would not have happened-- and would not likely serve our common interests for greater transparency in the global maritime domain-- without the involvment of the International Maritime Organization, a well-established organ of the United Nations.
